In a letter to 10News, the accused shooter claims there was an ongoing dispute between himself and the shooting victim.


(WBIR-Lutrell) A Knox County school security officer faces a count of criminal homicide, following the shooting death of his neighbor Monday night.

On Tuesday afternoon, Union County assistant attorney general Tracy Jenkins said Kevin Lee Waggoner, 42, is accused of shooting his neighbor Michael Adam Woodby. Woodby's body was found near his house that evening when sheriff's deputies arrived.

"My mom is calling me a quarter til 11, crying that he's been shot and I didn't know what to think," said Brian Mulka, the victim's stepson. He traveled from Michigan, following the shooting.

According to the Tennessee Bureau of Investigation, Waggoner was with his son, when they confronted Woodby over an unknown incident. Neighbors said the two families have been quarreling for months over a laundrylist of items.

However, Waggoner was trying to show his side to this ongoing feud.

Last week, he sent several media outlets, including 10News, a package that had several temporary restraining orders and a video that showed the numerous confrontations between the two parties.

Mulka said he has witnessed the Waggoner family videotaping them on a number of occasions.

"We were in town about a month ago and our kids are out here playing in the front yard -- next thing you know we have these people sitting there, videotaping for no reason," Mulka added.

Waggoner's family, who did not want to be interviewed, said the video was intended to show that the Woodbys were starting trouble.

However, Mulka was concerned a person who's job is to protect school children would be recording these situations.

"He works in the school system -- he's an officer himself -- and this is the kind of stuff that he does?"

Waggoner was last listed in jail on a $250,000 bond. According to a Knox County schools spokesperson, he is on administrative leave without pay.

According to the Tennessee Bureau of Investigation, 45-year-old Michael Adam Woodby of Lutrell was found shot to death along the 500 block of Highway 370 in Luttrell after deputies responded to a 911 call of shots being fired at 10:05 pm.

Investigators said Woodby was fighting with his neighbor, 42-year-old Kevin Lee Waggoner, and Waggoner's son when Waggoner shot him. Waggoner, who is now on administrative leave without pay from Knox County Schools, was is charged with one count of Criminal Homicide.

It appears there was an ongoing dispute between neighbors Woodby and Waggoner. On Monday, 10News received an envelope through the mail containing a letter, court documents, and a dvd from Waggoner, where he claimed ongoing harassment by Woodby and his family.

We are looking closely at the information sent to 10News by Waggoner, and will bring you more when we've been able to verify it and if it sheds any light on what happened.
